Enable VP8 decoding

Hi,

I have tried using the Video Processing Framework(VPF) to decode VP8-encoded videos, but it's not working as expected.

I would like to inquire whether CV-CUDA supports decoding VP8-encoded videos, since CV-CUDA appears to utilize VPF for video encoding and decoding processes.

@NishinoLangley Thank you for your interest in CV-CUDA.

The VPF team informs me that they do not support the VP8 codec and that they have no plan of adding this support for VP8 at this time.
