Not possible to set/select a language. Ini settings not respected.

Describe the bug
In version 4.6.0 Installed for windows and in the portable version 4.6.0, it is not possible to set a language.
In the ini file, I find a section [preserve_languages].
In this section There is a next to the English language a second (in my case Swedish) language.
The program starts with the second language, probably because my PC uses a Swedish keyboard and/or has a Swedish OS.

Removing the Swedish language and restarting the program, it still comes up with the Swedish language.
It is not possible to run the program in my preferred English language!

Expected behaviour

• A setting in the settings page to select a language.
• The program respecting the ini settings.
