Feature Request: Add capability to bind to interface

[konsolebox]

This is more convenient than specifying addresses especially when they change from time to time.

I already have this implemented in https://github.com/konsolebox/hexchat/tree/bind_to_interface but it requires #2803 to be finalized and merged first.
