[Issue]: Joystick inputs lag while holding any button

Describe the bug

While holding any button, there is "lag/delay" in the joystick inputs, they dont "move" smoothly, and they keep registering inputs for a few seconds after I stop moving them physically.

-Happens while holding any of the following buttons: A,B,X,Y, LB, or RB (not when holding LT, RT, or digital pad)
-There is only lag/delay in the joystick inputs, other buttons work normally.
-Only happens when controllers are connected via USB, not when on Bluetooth.
-Tried both Xbox One S and Series X controllers.
-Happens both using Gamestream and Sunshine
-Happens only with Moonlight, not when using Steam Link, nor when playing directly to PC.

Steps to reproduce

• Press and hold A,B,X,Y, LB, RB, "Start", or "Select"
• Move any joystick while holding any of those buttons
• You will see lag/delay on both joystick inputs
