fixing rectangle offset calculation when drawing the detected object in F-RCNN example #3463

Because we resized the image by adding v- or h- boarder, when visualizing the detection results these v- or h- boarder offset should be counted into coordination calculation, otherwise the box (and labels too) were shown at wrong position.

The fix is tested and works fine in my forked branch.
